Pool Fence Height & Gate Requirements QLD
Queensland pool fences must be at least 1200mm high, with a non-climbable zone (NCZ) of 900mm on the outside, and gates that swing outward, self-close, and self-latch. These are the minimum requirements under AS1926.1 — the Australian Standard that governs pool safety barriers in QLD.
Here’s a plain-English guide to what the rules actually mean.
Pool Fence Height Requirements
Minimum Height: 1200mm
The minimum effective height for a pool barrier is 1200mm measured from the finished ground level on the outside of the fence.
“Effective height” matters: the fence must be 1200mm high from the ground, not from a step, garden bed, or climbable surface nearby.
Fences 1800mm and Over
Fences that are 1800mm or more in height have more flexibility. The non-climbable zone can be located on either the inside or outside of the fence (for fences under 1800mm, it must be on the outside).
Fences 2400mm or more in height may not require a NCZ at all.
Non-Climbable Zone (NCZ) Rules
The non-climbable zone is the clear area on the outside of a fence that prevents children from getting a handhold or foothold to climb over.
Key NCZ Requirements
- Minimum width: 900mm (measured horizontally from the fence)
- Must extend 900mm beyond the end of the fence and 900mm along any intersecting fence
- No climbable objects — including garden furniture, retaining walls, trees, or equipment — within the NCZ
When the NCZ is on the outside of the fence (which it must be for fences under 1800mm), there must also be a 300mm wide clear zone on the inside of the fence, extending 900mm down from the top.
Gate Requirements
Gates are one of the most common reasons pools fail inspections. Every gate in the pool barrier must:
1. Swing Outward
Gates must open away from the pool. Gates that swing inward (toward the pool) are not compliant, regardless of when they were installed.
2. Self-Close
The gate must automatically return to the closed and latched position from any open position — fully open, partially open, or barely ajar. This must happen without any manual force.
3. Self-Latch
The latching device must:
- Operate automatically when the gate closes
- Prevent the gate from re-opening without a manual release
- Not be lockable in the open position
- Not be adjustable without tools
4. Latch Position Rules
If the latch release mechanism is lower than 1500mm above ground level, it must be on the inside of the fence — not accessible from the outside without reaching over or through the fence at 1200mm or higher.
5. Gap Under Gate
The maximum gap between the bottom of a closed gate and the ground is 100mm.
6. Hinge Climbability
Hinges with a diameter of 10mm or more are considered climbable unless fitted with a safety cap. Hinges must also be spaced at least 900mm apart.
Ground Clearance for All Barriers
The maximum gap between the bottom of any barrier and the ground is 100mm. This applies to both fences and gates.
Mesh and Perforated Fences
Special rules apply to mesh (chain wire) fences:
- Apertures must not exceed 100mm
- If apertures are less than 13mm: minimum 1200mm fence height applies
- If apertures are more than 13mm: the fence must be at least 1800mm high
- Must have a strainer wire or rail at top and bottom
